Nepal Announces Major Aviation and Tourism Infrastructure Plans in FY 2083/84 Budget

Kathmandu — The Government of Nepal has announced that Pokhara International Airport and Gautam Buddha International Airport will be brought into full operation through a Public–Private Partnership (PPP) model.

Finance Minister Swarnim Waglé made the announcement while presenting the national budget for fiscal year 2083/84 in a joint session of the Federal Parliament on Friday.

According to the budget, the government will collaborate with the private sector to improve management and ensure the full-capacity operation of both international airports, which have struggled to achieve their expected traffic and operational targets since their inauguration.

Rs. 1.53 Billion Allocated for Tribhuvan International Airport Upgrade

The government has allocated Rs. 1.53 billion for the modernization and upgrading of Tribhuvan International Airport, Nepal’s busiest international gateway.

The budget also states that the development modality for the proposed Nijgadh International Airport will be finalized within the next six months, paving the way for one of Nepal’s most ambitious infrastructure projects.

Domestic Airports to Receive Upgrades

Several regional airports are also set for improvements under the new budget.

Key projects include:

  • Expansion of Bharatpur Airport to facilitate night-flight operations
  • Infrastructure upgrades at Surkhet Airport
  • Improvements at Talcha Airport
  • Modernization of Tulsipur Airport

These projects are expected to improve domestic connectivity and support tourism growth across Nepal.

Rs. 8.3 Billion Allocated for Greater Lumbini Development

The government has allocated Rs. 8.3 billion for the Greater Lumbini Development Program, aiming to strengthen Nepal’s position as a major global religious and cultural tourism destination.

Large-scale infrastructure development has been announced for historical and religious sites including:

  • Tilaurakot
  • Devdaha
  • Kapilvastu
  • Ramgram

Janakpur to Be Developed as a Wedding Destination

The budget also includes plans to brand Janakpur as a premier wedding destination.

Infrastructure improvements will be carried out along:

  • Ram Janaki Path
  • Ram Janaki Parikrama Road

These initiatives are expected to attract both domestic and international religious tourists.

UNESCO World Heritage Ambitions

The government has announced plans to initiate efforts for the inclusion of the following sites in the UNESCO World Heritage List:

  • Tilaurakot
  • Janakpur Dham
  • Gokarneshwar

Such recognition could significantly boost Nepal’s cultural tourism sector and international visibility.

Conservation of Ancient Monasteries and New Tourism Corridors

A special preservation program will be launched to protect more than 200-year-old Buddhist monasteries located in Himalayan districts such as:

  • Mustang
  • Manang

The government will also develop the "Daphne Route," a new provincial tourism corridor connecting:

  • Khaptad National Park
  • Badimalika Temple
  • Rara Lake
  • Swargadwari

New Trekking Routes and Mountain Tourism Initiatives

The budget further proposes:

  • Development of new high-altitude trekking routes
  • Official naming and opening of unnamed peaks above 6,000 meters for mountaineering
  • Expansion of the Indigenous Nationalities Museum in Kirtipur
  • Promotion of traditional Dalit skills and crafts through model homestay programs in Madhesh, Karnali, and Sudurpaschim provinces

Additionally, high-altitude sickness treatment services will be introduced, while Ayurveda and yoga will be integrated into Nepal’s health tourism strategy.

Rs. 10.27 Billion Budget for Tourism and Civil Aviation

To implement these initiatives, the government has allocated a total of Rs. 10.27 billion to the Ministry of Culture, Tourism and Civil Aviation for fiscal year 2083/84.

The budget reflects the government's strategy to strengthen tourism infrastructure, improve air connectivity, preserve cultural heritage, and attract greater domestic and international investment into Nepal’s tourism sector.
