Ganesh Karki, President of Independent Power Producers' Association, Nepal, has called on the government to immediately introduce the proposed “Sunset Law” through an ordinance in order to accelerate investment and development in Nepal’s energy sector.
Speaking at IPPAN’s 24th Annual General Meeting on Friday, Karki argued that passing legislation through the regular parliamentary process could take at least a year, while an ordinance would allow reforms to be implemented much faster.
According to Karki, previous governments repeatedly included energy-sector reform commitments in policy documents and election agendas but failed to deliver implementation. However, he said the current government’s recent action plan and budget indicate stronger political willingness to address long-standing bottlenecks.
Karki expressed confidence in Viraj Bhakta Shrestha and said the minister’s 100-point action plan could bring meaningful change to the sector if executed effectively.
Drawing a historical comparison, Karki stated that just as Shailaja Acharya is remembered for opening Nepal’s energy sector to private participation, the current energy minister could be remembered for enabling the private sector to engage in electricity trading.
16,000 MW of Projects Waiting for PPAs
Highlighting current challenges in Nepal’s hydropower pipeline, Karki said projects with a combined capacity of approximately 16,000 megawatts remain stalled while awaiting Power Purchase Agreements (PPAs).
He said the industry remains hopeful that pending PPAs can be finalized within 180 days, allowing delayed projects to move forward.
Forestry Clearance Delays Affecting Projects
Karki also pointed to regulatory delays outside developers’ control.
According to him, many hydropower projects that secured PPAs as early as 2020 still have not progressed because forestry authorities have not granted permission for tree clearance and related approvals.
As a result, nearly 100 energy projects have been unable to begin electricity generation despite prior approvals and investment commitments.
IPPAN has therefore requested the government to provide a formal extension of project deadlines for affected developers so that delays caused by administrative processes do not jeopardize project viability.
The remarks reflect continuing pressure from Nepal’s private hydropower sector to reduce procedural delays and unlock investment in large-scale electricity generation.
