Mahendra Highway Expansion Enters a New Era as Nepal Pushes Toward a Four-Lane Asian Highway Network

Nepal’s most important transportation corridor, the East-West Highway, popularly known as the Mahendra Highway, is undergoing its largest transformation since its construction began more than six decades ago. Stretching approximately 1,027 kilometers from Kakarbhitta in Jhapa to Gaddachauki in Kanchanpur, the highway is gradually being upgraded from a two-lane road into a modern four-lane corridor built to Asian Highway standards.

The project has become one of the flagship infrastructure priorities of the government led by Prime Minister Balen Shah. The government has allocated NPR 37.46 billion in the fiscal year 2083/84 budget specifically for the highway’s expansion, signaling its commitment to completing one of the country's most ambitious transportation projects.

A Highway That Built Modern Nepal

The Mahendra Highway is often described as Nepal’s economic lifeline. Construction officially began in 1962 (2019 B.S.), when King Mahendra Bir Bikram Shah Dev laid the foundation stone in Gaindakot. The project was supported by several international partners, including India, Russia, the United States, and the United Kingdom.

After nearly four decades of construction, the highway successfully connected Nepal’s eastern and western borders. However, despite becoming the backbone of national transportation, most sections remained only two lanes wide, creating congestion and limiting economic efficiency.

Today, that reality is changing.

Designed for Speeds of Up to 100 km/h

Unlike many existing highways in Nepal, the upgraded Mahendra Highway is being designed as a modern high-capacity corridor.

According to project specifications:

  • Four-lane sections are designed for speeds of up to 100 km/h
  • Hill sections such as Daunne and protected forest areas have lower design speeds
  • Four-lane sections will feature a 4-meter median
  • Total carriageway width will reach approximately 14 meters
  • Two-lane sections will maintain a minimum width of 7 meters

The upgraded highway forms part of Asian Highway-2 (AH2), an international transportation network connecting regions from the Middle East through South Asia and Southeast Asia.

Once fully completed, the route will connect:

  • India’s Siliguri corridor
  • Nepal’s East-West Highway network
  • Western Nepal and the Mahakali border
  • Regional trade routes extending toward Myanmar and Southeast Asia

Eastern Section: Kakarbhitta to Laukahi

The eastern segment between Kakarbhitta and Laukahi is one of the most advanced sections currently under construction.

The project includes:

  • Nearly 96 kilometers of highway upgrading
  • 6 major bridges
  • 21 large bridges
  • 71 smaller bridges and culverts

Construction began in fiscal year 2080/81 and is expected to be completed by 2084/85.

The upgraded corridor will significantly improve connectivity across:

  • Jhapa
  • Morang
  • Sunsari

Urban areas will feature additional service roads to accommodate local traffic while maintaining highway efficiency.

The Biggest Challenge: Crossing the Koshi

Perhaps the most technically challenging section lies at the Koshi River.

The existing Koshi Barrage currently serves as the primary crossing point, but it is only a two-lane structure.

Engineers have studied several alternatives, including a new crossing connecting:

  • Pakali in Sunsari
  • Fatepur in Saptari

However, a major obstacle remains.

A new bridge would likely pass through environmentally sensitive areas near the Koshi Tappu Wildlife Reserve, requiring extensive environmental clearances.

As a result, the exact location of a future four-lane Koshi crossing has yet to be finalized.

Madhesh Corridor Moving Forward

Despite delays around the Koshi crossing, construction in the Madhesh region continues.

Key sections include:

Kanchanpur–Kamala Road

  • Near completion
  • Expansion began in 2077 B.S.

Kamala–Dhalkebar–Pathlaiya Road

  • Approximately 130 km
  • Progress has been slower than expected
  • Major upgrading work continues

These projects are expected to improve mobility across Saptari, Siraha, Dhanusha, Mahottari, Bara, and surrounding districts.

Pathlaiya to Narayanghat: A Future Express Corridor

One of the most important future sections is the planned Pathlaiya–Narayanghat upgrade.

The roughly 100-kilometer corridor will pass through:

  • Amlekhganj
  • Hetauda
  • Manahari
  • Bhandara
  • Tandi
  • Bharatpur

Planned features include:

  • Four-lane highway
  • Service roads
  • Dedicated cycling lanes
  • Grade-separated intersections
  • Six pedestrian overpasses
  • Eleven underpasses
  • Two major viaducts
  • Twenty-one wildlife crossing structures

Environmental assessments indicate that more than 23,000 trees may need to be removed during construction, making environmental management a critical component of the project.

The estimated cost exceeds NPR 54 billion.

Once completed, travel time between Pathlaiya and Chitwan could be reduced to 45 minutes to one hour, significantly improving freight and passenger transport.

Narayanghat–Butwal: Nepal’s Most Strategic Highway Upgrade

The Narayanghat–Butwal section is arguably the most important stretch of the entire East-West Highway.

The corridor:

  • Connects western Nepal to Kathmandu
  • Serves major trade routes
  • Links to the Bhairahawa border point
  • Carries some of the highest traffic volumes in the country

The project covers approximately 115 kilometers and passes through:

  • Chitwan
  • Nawalparasi East
  • Nawalparasi West
  • Rupandehi

Major towns along the route include:

  • Gaindakot
  • Kawasoti
  • Arunkhola
  • Dumkibas
  • Bardaghat
  • Sunwal
  • Devdaha
  • Butwal

Although the project originally targeted completion several years ago, delays pushed construction timelines further. Completion is now expected around 2083 B.S.

One of the most notable developments is the construction of a new iconic bridge over the Narayani River, which will further strengthen regional connectivity.

Western Expansion: Butwal to Kanchanpur

The western sections are moving into the planning and implementation phase.

Butwal–Gorusinge–Chandrauta

  • Approximately 69 km
  • Supported by the World Bank
  • Four-lane urban road upgrading underway

Chandrauta–Kohalpur

  • About 165 km
  • Feasibility and detailed studies progressing

Dhan Khola–Lamahi

  • Approximately 40 km
  • Being upgraded through support from the Millennium Challenge Corporation

Kohalpur–Gaddachauki

  • Detailed studies planned
  • Future expansion envisioned under Asian Highway standards

The government has already issued notices to clear right-of-way requirements along sections of the western corridor, preparing for future construction activities.

Economic Impact of a Four-Lane Mahendra Highway

More than sixty years after construction first began, the Mahendra Highway is entering a new chapter. What started as a two-lane road connecting east and west is gradually evolving into a modern international-standard transport corridor capable of supporting Nepal’s long-term economic growth.

While challenges remain—from environmental approvals and bridge construction to land acquisition and funding—the momentum behind the project is stronger than ever. If current plans stay on track, Nepal could finally achieve what policymakers have envisioned for decades: a four-lane national highway stretching from Kakarbhitta to Gaddachauki, serving as the country's primary economic artery and a crucial link in the broader Asian transportation network.
