Nepal Announces Partial Privatization of Two State-Owned Enterprises in FY 2083/84 Budget
The Government of Nepal has announced plans to offer shares of Rastriya Beema Company Limited (RBCL) and Bishal Bazar Company Limited (BBC) to the general public as part of a broader reform agenda for state-owned enterprises.
Finance Minister Swarnim Waglé revealed the plan while presenting the national budget for fiscal year 2083/84 in the Federal Parliament.
Government to Reduce Ownership Through Public Share Offerings
According to the budget statement, the government will gradually reduce its ownership stake in both institutions by issuing shares to the public.
The move is aimed at increasing public participation in state-owned enterprises while improving transparency, accountability, and operational efficiency.
Officials stated that opening share ownership to the public will help strengthen corporate governance and encourage broader investment opportunities for Nepali citizens.
Part of a Wider Institutional Reform Program
The planned share divestment forms part of the government's larger institutional reform and restructuring program, which seeks to modernize public enterprises and improve their long-term sustainability.
The government believes that introducing public ownership can:
- Enhance corporate governance standards
- Improve financial discipline
- Increase operational efficiency
- Promote greater transparency and accountability
- Expand investment opportunities for the public
RBCL and Bishal Bazar Set for Partial Privatization
Both Rastriya Beema Company Limited and Bishal Bazar Company Limited are currently government-owned entities.
Under the new policy, they will undergo partial privatization through public share offerings while remaining under government oversight.
The budget indicates that the share sale process will be initiated during the upcoming fiscal year, although detailed timelines, offer sizes, and issuance modalities have yet to be announced.
Potential Opportunity for Investors
The announcement could create new investment opportunities in Nepal’s capital market, particularly if the companies are listed on the Nepal Stock Exchange and made available to retail investors.
Market participants are expected to closely monitor further announcements regarding valuation, regulatory approvals, and the structure of the public offerings.
