Finance Minister Swarnim Wagle has stated that the government has introduced the budget for fiscal year 2083/84 with a strong focus on accelerating capital expenditure and improving implementation efficiency.
Speaking in Fridayβs meeting of the House of Representatives while responding to lawmakersβ questions on the Appropriation Bill 2083, the Finance Minister said the government has delegated greater financial authority to line ministries to ensure faster execution of development projects.
According to him, ministries have been granted authority to reallocate budget within approved limits based on project requirements, allowing funds to move from slower-moving projects to those progressing more effectively.
Wagle explained that although ministries have been given flexibility in expenditure management, coordination with the Ministry of Finance remains necessary in areas involving funding sources such as domestic borrowing, foreign loans, and grants.
He emphasized that the reform aims to reduce administrative delays that have traditionally slowed capital spending.
The Finance Minister also clarified that large portions of the education and health budgets have been allocated in accordance with constitutional provisions, allowing local governments to mobilize and implement those resources directly.
Addressing concerns over the size of recurrent expenditure, Wagle argued that not all current expenditure should automatically be viewed negatively. He noted that a significant share of government spending falls under mandatory obligations.
According to him, Nepalβs compulsory liabilities amount to nearly Rs. 14 trillion and include major commitments such as government salaries, repayment of loan principal and interest, and social security allowances.
He stressed that these obligations are naturally reflected under recurrent expenditure and said public debate should avoid assuming that all capital spending is productive while all recurrent spending is inefficient.
The governmentβs position is that stronger budget execution authority and faster fund mobilization will help improve implementation performance in the coming fiscal year.
